Using ProQuest Congressional
ProQuest Congressional is one of the most comprehensive places for Jenkins members to research Congressional publications.
ProQuest Congressional is a membership database available to all Jenkins members.
Jenkins members have access to many congressional documents on ProQuest Congressional.
Most document types have full text coverage for pre-1970 and post-2004 materials. Abstracts are available for all years. Please note that only index coverage is available for certain years. Full-text documents may be in either PDF or HTML format.
For full text documents not available on ProQuest Congressional, Jenkins' microfiche collection includes full text CIS materials from 1970-2010.

The search box on the ProQuest home page will conduct a "Basic Search" of the entire database. From the results list, apply filters using the boxes on the left side of the screen to narrow results by selection. Check the "Search Within Results" box under the search bar to narrow results using additional keywords.
To search by title, click "Advanced Search" under the "Congressional Publications" drop-down menu in the upper left corner of the screen. Then select any preferred document types using the check boxes on the left hand side of the screen. Next, select “Title” from the drop down menu near the top of the page, and enter the title in the box below. Limiting the search by date or Congress is available below the search boxes.
To search documents by keyword in "Advanced Search" first select any preferred document types using the check boxes on the left side of the screen. If you select a document type such as Bills and Laws you will see additional options. The drop-down menus below the search boxes will default to search "All fields except full-text." Use the drop-down menu to select a different field if necessary.
To search by citation, click "Search by Number" under the "Congressional Publications" drop-down menu. See different selections under the tabs for Legislative Citations, Bibliographic Citations, and Congressional Record Daily Citations. Enter the citation and search. From the results list, you may then filter by document type if necessary.
