Announcements, Notices and Information Releases
Announcements, Notices, Information Releases, and Technical Information Releases are issued by the IRS to the public about matters of general interest.
Announcements are public pronouncements on matters of general interest. They are issued when guidance of a substantive or procedural nature is needed quickly. Notices are informative statements that contain guidance involving substantive interpretations of the Internal Revenue Code or other provisions of the law.
Announcements are published in the Internal Revenue Bulletin but are typically not reprinted in the Cumulative Bulletin. Notices are also published in the Internal Revenue Bulletin. For where to find the Internal Revenue Bulletin, see the Internal Revenue Bulletin page of this guide.
Information Releases (IR) are released by the IRS's Public Affairs Office to announce general matters and usually do not deal with substantive tax matters. Technical Information Releases (TIR) are used by the National Office to disseminate immediate guidance to the public with respect to important technical developments. IRs and TIRs are not published in the Internal Revenue Bulletin.
