Jessica Foster

Jessica Foster is Deputy Director of Policy and Partnerships at the Pennsylvania Health Access Network. In this role, she conducts outreach and education to underserved communities about medical debt, health insurance affordability, and hospital consolidations, and works to raise consumer voices through health policy advocacy. In previous years, she helped families navigate Medicaid and Marketplace coverage as a certified assister. Jessica is passionate about helping people and learning about new places and cultures.

Jessica studied International Studies and Spanish at the University of Evansville, followed by graduate work in Globalization and Development Studies at Maastricht University. She is fluent in Spanish.
