Jenkins On Your Desktop: The Internal Revenue Cumulative Bulletin on HeinOnline

The Internal Revenue Cumulative Bulletin is the bi-yearly reprinting of the weekly Internal Revenue Bulletin (IRB), which announces official rulings and procedures of the IRS as well as publishes Treasury Decisions, Executive Orders, Tax Conventions, legislation, court decisions, and other IRS related matters.

To access the Cumulative Bulletin on HeinOnline, use your last name and member number to log into Jenkins' website. From either the Member Center or the list of Member Databases, select HeinOnline. Once in Hein, from the Subscribed Libraries list on the left side select U.S. Federal Agency Documents, Decision, and Appeals. Scroll down to Internal Revenue Cumulative Bulletin.

Click on the plus sign next to Internal Revenue Cumulative Bulletin to list all years available. HeinOnline has the Cumulative Bulletin from the first issue with decisions from 1919 to the 2008 cumulation. Hein also has the Internal Revenue Weekly Bulletin Cumulation from 2009-2012. The Cumulative Bulletin on Hein includes the finding lists and index for each volume when available.

To search the Cumulative Bulletin, click the "Search this title" link located above the list of bulletin years. This search will automatically search all of the Cumulative Bulletin going back to 1919. To narrow the search to find a more recent decision, use the date restriction field.

HeinOnline is a membership database available to most Jenkins members.

To find more recent Internal Revenue Bulletin publications, see the IRS website at http://apps.irs.gov/app/picklist/list/internalRevenueBulletins.html.
