Proceedings and Debate from the U.S. Congress

The Congressional Record consolidates the proceedings and debates from the U.S. Congress into Daily Editions, which are later collected and published in annual volumes known as the permanent or Bound Editions. New issues typically become available before 10:00 am on a daily basis.

"At the end of each session of Congress, all of the daily editions are collected, re-paginated, and re-indexed into a permanent, bound edition. This permanent edition, referred to as the Congressional Record (Bound Edition), is made up of one volume per session of Congress, with each volume published in multiple parts, each part containing approximately 10 to 20 days of Congressional proceedings."

Library of Congress - Congress.gov
Provides full-text access to daily Congressional Record issues starting in 1995 (beginning with the 104th Congress) & the Bound Edition of the Congressional Record from 1873 (43rd Congress) through 1994 (103rd Congress). Govinfo (GPO)
Coverage for the Bound Edition begins with vol. 1 (1873), while coverage for the Daily Edition begins in 1994.
