According to the Search Help page, fields searched are: name, date, time, location/comments and action notes. Action notes can be helpful; to ensure these are being searched, make sure to check the notes box.
In addition to information related to particular bills and resolutions, use City Council's Legislative Information Center to find the Rules of Council and the Who's My Council Member tool. The Rules are for the government of the Council and cover procedures for a quorum, meeting schedules, committees, public comment, etc. The Who's My Council Member tool helps users quickly find which Council Member represents a particular district.
